Waterford City Council voted Independent John Halligan in as mayor last night with 12 votes.
Prior to the local election the council made a pact that the councillor who topped the poll would become mayor, reports RTE.
Mr Halligan, once a long time Workers' Party member, topped the poll in Waterford with 1,430 votes.
