New Action Plan For Mid West Waterways

The Mid West Regional Authority (MWRA) has been allocated €192,000 under an EU-funded programme to promote the environmental protection and economic development of the Mid West Region’s principal waterways, including Lough Derg, the West Clare coastline, the River Shannon and the Shannon Estuary.

Praise For CLDC Work In Rural Clare

Clare Fine Gael Senator Tony Mulcahy has praised the contribution of Clare Local Development Company Ltd (CLDC) to community life in rural parts of the County.

Senator Mulcahy was responding to the news that CLDC has allocated funding totalling €200,000 to Ballina/Killaloe Sports & Community Facilities Development Co Ltd for the construction of two natural grass playing pitches and a synthetic pitch at Clarisford, Killaloe.

The works, which were sanctioned this week by the Government, are being carried out under the Village Renewal & Development measure of the EU LEADER Rural Development Programme 2007-2013.

According to Senator Mulcahy: “Community projects such as this would not be possible without the support, financial and otherwise, provided by CLDC. The organisation, formerly known as Rural Resource Development, has a proven track record of providing invaluable assistance to community and voluntary groups in securing LEADER funding.”

Senator Mulcahy noted that over €5 million in LEADER funding was available to support and fund a wide variety of projects in Clare in 2012 and 2013.

“€1.8m was paid out to a wide range of community and enterprise projects in Clare during 2011 under the current LEADER Programme, bringing to €3m the amount paid out locally since 2009. The actual amount approved in this period was €5.5m. Projects such as the sports development in Killaloe bring a new lease of life to rural parts of the county and also present a central social outlet for the people of the communities concerned.”

Senator Mulcahy congratulated the members of Ballina/Killaloe Sports & Community Facilities Development Co Ltd for their efforts to develop the playing pitches and associated facilities at Clarisford.

“As a former Mayor of Clare and Shannon I have witnessed at first hand the differences that such facilities can make in a local community,” he explained.

“I wish to congratulate the community group for making a substantial private investment in this development. Were it not for the commitment of the Project team, the additional funding allocation from CLDC would not have been secured.  I have no doubt that the community facilities, costing almost €400,000 in total, will help to further improve the quality of life for members of the local community,” conclude Senator Mulcahy.

L.I.T. Duo Named ‘Ambassadors Of The Year’

Participants in a unique sports and business ambassadors programme, currently being rolled out in counties Clare, Limerick, Offaly and Tipperary, helped bring more than 35 million euro into the Shannon Region during 2010 and 2011. 

That is according to Shannon Development and the Shannon Region Conference & Sports Bureau who this week honoured 50 participants of the Conference & Sports Ambassadors Programme.

Among the award recipients were “Ambassadors of the Year”, Jerald Cavanagh and Padraig Kirby of Limerick Institute of Technology Library, who were honoured for their attempts to deliver key business tourism for Limerick. The duo have brought more than €2m worth of business to the greater Limerick area by organising major international conferences  on behalf of L.I.T.

The Conference & Sports Ambassadors Programme was introduced two years ago to increase the Region’s share of the lucrative national and international sports tourism market. Since then, 300 ambassadors have been actively working with the Bureau and Shannon Development to help attract thousands of people to the region through a range of business and sports events.

Commenting on the background to the Programme, Mr. Tony Brazil, Chair of The Shannon Region Conference & Sports Bureau explained: “The Ambassadors programme was devised to increase the Shannon Region’s share of the lucrative internationals sports and business tourism markets. People from around the Shannon Region counties of Limerick, Clare, Tipperary and South Offaly, involved in sporting and business activities at any level, were asked to become an Ambassador. The Programme has so far received a tremendous response.”

“Under the Programme, Shannon Development and the Bureau supported the efforts of Programme Ambassadors by funding site visits, offering guidance and advice and helping to secure funds through the Fáilte Ireland Conference Ambassadors Fund.  The events that were hosted in the Region last year would have otherwise taken place elsewhere in Ireland or Europe were it not for supports that have been put in place by the Programme”, Mr. Brazil stated.

Events held in the Region as a result of the work carried out by Programme Ambassadors have included the European Duathlon Championships in Limerick, the Irish Society of Chartered Physiotherapists Conference, the World Single Speed Cycling Championships at Ballyhoura, the Thurles International Hurling Festival, and the Genealogy & Family History Conference in Clare.

According to Dr Vincent Cunnane, Chief Executive, Shannon Development, “Sports and business  tourism in the Shannon benefits a range of businesses from the accommodation sector, transport services, pubs, and restaurants, right through to visitor attractions, sports facilities, and the retail trade. I would like to compliment all those involved in showcasing the region to sports governing bodies, corporate bodies and charitable organisations through the Ambassador Programme, as in doing so they have helped provide a significant boost the Region’s economy.”

Dr. Cunnane added: “Shannon Development’s approach continues to be proactive and like our Ambassadors we are out there using our contacts and networks to identify new events. We are very fortunate to have the support of the Regional Conference and Sports Bureau which offers a free advice service to anyone trying to bring an event to this Region.”

Addressing this week’s Ambassador Recognition Awards ceremony, Minister for Finance Michael Noonan TD described the Programme as “innovative, just like the Shannon region”. 

Minister Noonan added that the continued success of the Programme centred on the future management and growth of Shannon Airport. He noted that there would be change in the near future at Shannon Airport and said that this change must ‘be embraced’ to allow the region to fulfil its goals.

New Trails App Launched For Lough Derg Area

 
A smartphone application that uses GPS technology and Google Maps to guide tourists and outdoor enthusiasts around the trails of Lough Derg went live for the first time today.

The mobile app – launched by the Lough Derg Marketing Strategy Group (LDMG) – will feature over 20 types of trails from walking, cycling and water-based activities to heritage tours and driving routes, making it the most comprehensive mobile application for leisure trails ever launched in Ireland. The app is available for download for free by iPhone and Android users.

The launch of the app is the result of a partnership between Shannon Development and Everytrail, a US company which has developed technology that allows the plotting, upload and the sharing of routes of varying types all over the world.

The EveryTrail application uses Google Maps and the GPS system in iPhones and other smartphones to allow users first find trails near their current location. They can then download maps, route descriptions, images and other content and ask the app to direct them to the starting point and then navigate along the route.

Mr. Joe MacGrath, LDMG Chairperson and Manager of North Tipperary County Council said the aim of the app is to promote Lough Derg as a visitor destination through smartphone application media.

“This app forms part of the Group’s Action Plan to develop Lough Derg as a key destination for superb water-based activities combined with a range of very high quality walking, cycling, heritage and culture and food experiences that will entice the domestic and international visitor to stay longer. This will be achieved through the joint co-operation of all tourism stakeholders in the development and marketing of their area under the Lakelands – Destination Lough Derg identity”, Mr. MacGrath added.

On behalf of the LDMG, Shannon Development engaged with GlobalMotion Media Inc., a subsidiary of TripAdvisor, to develop the App. Funding for this action was provided through Shannon Development’s Shannon Region Trails Programme and the Mid-West Regional Authority’s NEA2 project.

Ruairi Deane, Tourism Product Development Executive, Shannon Development added that the newly developed app complements the Shannon Region International Trails Programme, an initiative by Shannon Development to develop and promote the Shannon Region as a world-class trails destination.

Mr. Deane added: “The Programme has concentrated to-date on physical trails infrastructure and we are now looking at new ways to market the trails and showcase the variety of activities in the Region. Everytrail is an ideal international partner for us. We see Lough Derg as the first of a series of trails-based destination apps for the Region and we look forward to working with Everytrail to provide similar destination Apps for other parts of the region.”

According to Joost Schreve, CEO of GlobalMotion Media Inc: “Our EveryTrail platform is the world’s fastest growing online community for GPS trip sharing and is at the cutting edge of mobile travel guide provision. We are delighted to partner with Shannon Development in Ireland as this enables us to greatly enhance the trail content we provide via our website and mobile applications.”

Among the trails featured in the new smartphone app are Looped Walks like Portumna Forest Park Woodland Trails, Ballycroum Loop in East Clare, and the Graves of the Leinstermen Loop in North Tipperary; Long-Distance Way Marked Ways such as the Lough Derg Way; and Linear Walks like the Keeper Hill Trek and SlĂ­ Eala near Dromineer.

Also included are Driving Routes and Heritage Trails such as the renowned Lough Derg Drive, the Killaloe Historic Town Trail and the Nenagh Medieval Food Tour; cycling trails like the North Tipperary Cycling Network and Lough Derg Cycleway, and water-based trails like a Lough Derg Cruising Trail and a Lough Derg Canoe Trail. It is intended that additional trails will be added over the coming months.

About The Lough Derg Marketing Strategy Group:
The LDMG was established to bring a coherent marketing focus to the Lough Derg Catchment area and to establish the Lough Derg Brand nationally and internationally.

The LDMG involves a broad range of representation from stakeholders, including local authorities from Clare, Galway, and North Tipperary, the Mid-West Regional Authority (Secretariat to the group), Shannon Development, Waterways Ireland, Fáilte Ireland, and business representatives from the Lough Derg area. 

In 2011, the Group finalised a Destination Development Action Plan which will provide a roadmap for the tourism economy over the next number of years. MWRA Leads European Public Park Project

 
The Mid West Regional Authority, in conjunction with Limerick City Council, this week awarded a €56,100 (ex VAT) contract to Dublin-based Cunnane Stratton Reynolds to develop the Urban Parks and Green Areas Action Plan, as part of the EU-funded ‘Parkatlantic’ project.

The completed strategy will be circulated to regional development agencies in the Mid West Region, including Limerick City Council, Limerick County Council, North Tipperary County Council, Clare County Council, Shannon Development, the Limerick Regeneration Agencies and Fáilte Ireland.

The plan also will be distributed to relevant development agencies in other Parkatlantic regions such as Santiago de Compostela (Spain), Angers (France), and Ave Valley and Municipality of Vila Nova de Famalicao (Portugal).

According to Cllr. Joe Leddin, Chairperson of the MWRA stated: “Once completed later this year, the Action Plan will be made available to both policy makers and practitioners to improve policies in relation to urban parks planning and management, promote the use of green resources and improve the quality of life in urban areas as well as the quality of the urban landscape and environment.”

“While there will be no obligation on any agency or authority to use this Action Plan many of the project partners are facing the same challenges of reduced resources-and the expectation to try to do more with less. This action plan will give policy makers and practitioners achievable objectives to attain in the short and medium term that promote sustainable management and planning of parks and green areas. As such it is expected that such a document will be welcomed by most agencies as a useful tool in maximising their potential”, added Cllr. Leddin.

Commenting on the background to the Action Plan, Linda Newport, EU Projects Officer, Mid-West Regional Authority (MWRA) explained: “The Urban Parks Study, carried out in conjunction with Limerick City Council identified existing policy on urban parks and green areas and its contribution to sustainable development. The results and conclusions arising from the review have provided the basis for the development of an action plan for project partners to utilise in the planning and management of urban parks and green areas.”

Ms. Newport explained that the overall objective of the Urban Action Plan is to improve the quality of life in towns and cities via the implementation of policies geared towards sustainable development.

The Action Plan also will seek to promote the use of green resources, support educative and environment actions, harmonise integration of human activity in parks and green areas and reduce their impact on same, and to encourage increased usage of parks, green areas and public spaces.

Ms. Newport said that the MWRA and Limerick City Council will organise a conference in the Mid West Region to disseminate the results of the Action Plan to policy makers and practitioners in the Mid West region.

She noted that as the Action Plan will provide recommendations that are not specific to Limerick City alone, but also to other EU cities and regions, the Plan will be highly transferable to other areas.

The Urban Parks and Green Areas Action Plan is scheduled for completion by July 2012.

The Parkatlantic project is co-funded by the European Regional Development Fund through an INTERREG IVB Atlantic Area Programme The project began in 2010 and will continue until September 2012.

MWRA Conference To Discuss Regional Economic Development

Planning and Housing Minister, Jan O’Sullivan, T.D., will join economic and regional development agencies from across Ireland at the Mid-West Regional Authority’s (MWRA) annual conference, details of which were announced today.

The future competitiveness of the Mid-West Region, the importance of international connectivity, the Irish export market, and the potential for the Irish Agri-food business sector will be the main topics of discussion at the organisation’s 17th annual conference in the Falls Hotel, Ennistymon, Co Clare, on 17th February.

The event also will feature the launch by the MWRA of the Mid-West Regional Profile 2012, the most comprehensive socio-economic review of the region ever produced.

The event will be attended by up to 150 industry officials and members of local authorities, public and private sector agencies, semi-state and civil society organisations and research institutions involved in the promotion of business and development in Ireland.  

Speakers scheduled to address the conference – entitled “Economic Development in the Regions: The Way Forward” – include Jan O’Sullivan T.D., Minister of State for Housing & Planning; Fiona Monaghan, Fáilte Ireland; John Whelan, CEO, Irish Exporters’ Association; Maria Ginnity, Enterprise Manager, Forfás; Pat Keating, CEO of Shannon-Foynes Port Company; and Mr. Edmond Gleeson, Mid-West Regional, Authority Designated Manager and Manager, Limerick County Council.

Cllr. Joe Leddin, MWRA Cathaoirleach said the upcoming conference will enable key policy makers and implementation bodies at a local, regional and national level to share their expertise on the issue of regional economic recovery and balanced regional economic development.

He added: “For 17 years this event has promoted the benefits of adopting a collaborative approach to regional development. The Mid West Regional Authority is committed to engaging with local, regional and national development agencies in ensuring that regions, including the Mid-West, are well placed to respond to the serious challenges posed by the downturn in the global economy”.

Commenting on the publication of the Mid-West Regional Profile, which will be launched at the Conference, MWRA Director Liam Conneally stated: “A key objective of this report is to give an inclusive and factual profile on key sectors in the Region that will form the basis for determining plans and policies for the future of our region, and encourage further international and indigenous investment into the Mid-West.”

The Profile, the most comprehensive of its kind ever produced for the Region, offers a strategic planning framework for the Mid-West Region, and has been developed through a collaborative process involving the inputs of local authorities, third level institutions, public and private sector agencies, semi-state and civil society organisations and research institutions. 

The Profile builds upon the Central Statistics Office (CSO) publication of preliminary Census 2011 results released in June 2011, and consolidates all other relevant statistics to give a comprehensive overview of the Region.

According to Mr. Conneally: “The principle behind compiling such a report primarily stems from a lack of combined up-to-date statistical data.”

He continued: “It is hoped that this consolidated document will assist decision-makers, relevant stakeholders and policy makers in the Mid-West and provide an evidence base to support their decisions. We anticipate that this, in turn, will help to ensure the Mid-West Region is well positioned to benefit from and contribute to future economic improvements”.

Registration for the upcoming MWRA Conference takes place on the evening of Thursday, 16th February. The Conference will be officially opened on the morning of Friday, 17th February by Minister of State Jan O’Sullivan, T.D.

Austrian Airline To Charter Shannon To Vienna Flights

An Austrian airline is to commence charter flights between Shannon and Vienna from late May to September, Clare Labour T.D. Michael McNamara has learned.

The Clare Deputy said Niki Luftfahrt GmbH, also known as flyNiki will begin scheduled flights between Shannon and the Austrian capital from May 28th. The service will arrive and depart each Saturday. Bookings are being taken on the airline’s website up to early September.

Welcoming the news, Deputy McNamara said the new service will provide holiday makers, those with relations in eastern Europe and the Balkans, and the business community with direct access into the region.

“I have travelled through Vienna International Airport on numerous occasions when working in the region in the past and I have found it to be an important international hub airport, particularly for Central Europe and the Balkans.  The airport provides good bus and rail connectivity to Bratislava in Slovakia, Budapest in Hungary and Prague in the Czech Republic.  The City Air Terminal is also just 10 minutes from St. Stephan’s Cathedral at Wien Mitte metro station”, he added.

With 40 destinations, Vienna International Airport remains the leading hub to Eastern Europe. In comparison: Frankfurt offers 37 destinations, followed by Munich (33 destinations), Prague (30 destinations), Zurich (20 destinations), Budapest (18 destinations) and Milan (16 destinations).

Increase In Fire Fatalities Could Have Been Prevented - CFOA

The Irish Chief Fire Officers Association (CFOA) has called for greater fire safety awareness in light of the recent increase in domestic fire fatalities across the Republic of Ireland.

The Association has released figures showing that 18 fatalities occurred in December and January, representing almost 50% of the entire figure (40) for 2010.

9 fatalities were recorded last month in Cork (2), Clare (2), Wicklow (2), Tipperary (1), Dublin (1) and Donegal (1) in January 2011. 

The CFOA said smoke alarms were either not present or working in the majority of cases.

Michael Raftery, Chief Fire Officer in Galway and Chairperson of the Chief Fire Officers Association of Ireland said: “40 to 50 people have died in accidental house fires every year over the last 20 years and this trend has continued this winter. Sadly many of these fatalities could have been prevented.”

“Many more have been injured as a result of dwelling fires while there are a huge number of properties that have been damaged by fire. The increase in fire deaths serves as a stark reminder to us all of the importance of installing working smoke alarms and the need to have an escape plan should it become necessary to evacuate”, he added.

Mr. Raftery noted that there are a number of steps that can be taken by householders to reduce the risk of fire in the home.

He continued: “The CFOA urges the public to check smoke alarms, not only your own, but also those of elderly relatives or vulnerable neighbours. Householders should always make sure that flammable materials are kept as far away from sources of heat as possible, and that all forms of heating appliance, be they electrical or gas are well maintained. The public should never use any appliance that may be faulty."

The CFOA comprises the Chief Fire Officers of Ireland’s 34 Local Authorities.  The Association is also a member of the Federation of European Fire officers Associations and attends their twice yearly meetings.

Reconfiguration Of Health Services Must Be Reviewed

Clare Fianna Fail General Election Candidate Dr. John Hillery says the reconfiguration of health services in the Mid West should be reviewed in light of concerns expressed by health professionals and patients in the region.

Dr. Hillery, who is a former President of the Irish Medical Council, said that the policy had led to a reduction in local services before resources had been put in place to operate the changed structure, resulting in patient safety being compromised. 

He also said the appointment of a new HSE Chief Executive and a new Minister for Health since the reconfiguration policy was implemented necessitated a review of the effectiveness of the policy. 

Dr. Hillery suggested that a HIQA (Health Information and Quality Authority) audit similar to that carried out at Ennis General Hospital should be undertaken at the Mid West Regional Hospital in Dooradoyle as well as associated support services, whose function he said should be to provide a safe, comprehensive healthcare service to the people of Clare, Limerick and North Tipperary.

“The reconfiguration policy is in line with best practice and fundamentally is designed to enhance patient safety and access to healthcare services. However, the rollout of this policy in the Mid West region is being undermined by management and structural changes within the Department of Health and HSE. 

“A thorough review of the effectiveness of the reconfiguration policy must be carried out with a view to reassuring patients in the region that access to appropriate healthcare is provided in the event that they should require it”, he noted.

Meanwhile, a report conducted by Dr. Hillery into South Tipperary Mental Health Services was published earlier this week by the Department of Health.

Grant Aid Scheme For Horticulture Development

Minister for Defence and Clare Fianna Fail T.D., Mr. Tony Killeen has welcomed the launch by the Department of Agriculture of the 2011 Grant Aid Scheme for the Development of the Commercial Horticulture Sector.

The closing date for receipt of applications to the fourth round of the Scheme is Friday 18th February 2011 and only investments commenced after the issue of letters of approval will be eligible for aid.
 
This aid, which is set at 40% (50% in the case of young farmers) of total eligible capital investment, will fund projects in commercial horticulture undertaken during 2011. The scheme covers all horticultural sectors – protected crops, nursery crops, field vegetables, soft fruit, apples, beekeeping and, mushrooms.  
 
Minister Killeen explained that the scheme is aimed at assisting growers to efficiently produce high quality products to meet the increasing demands of a very competitive market.

“It will also contribute to increasing Irish fruit and vegetable consumption towards the recommended target of 5-a-day as part of a healthy diet”, he said.

The Minister continued: “There remains a continual need for the industry to adapt its production methods, both to minimise environmental effects and to benefit from adopting newer technologies. This scheme includes provision for increasing the uptake of green technologies, including water recycling, generating energy from waste and innovations based on plant production”.

Meanwhile, Minister Killeen has welcomed the launch by Bord Bia of their annual Performance and Prospects Report, indicating an 11 per cent increase, to €7.88 billion, in the value of Irish food and drink exports in 2010.

“I warmly welcome the strong performance of Irish food and drink exports in 2010 and the encouraging prospects for food, drink and horticulture in 2011. I am confident that the food, drink and horticulture sector will continue to perform strongly in 2011 with increased demand for dairy products, the maintenance in beef export values and good prospects for beverages, seafood and horticulture”, he concluded.

TidyTowns Awards For Mid West Region

Mr. Tony Killeen T.D., Minister for Defence, presented the winners of the National TidyTowns Competition, from the Mid West Region, with their prizes at a ceremony held last night in Bunratty Folk Park, Co. Clare.

He was joined on stage by Dr. Vincent Cunnane, CEO, Shannon Development and Ciaran Levis, Sales Director SuperValu, the competition*s main sponsor.

In congratulating everyone involved, the Minister pointed out that 2010 again proved to be a successful year for TidyTowns with a record entry of 764 towns and villages.

The Minister said: “The Mid West Region once again performed very well winning 23 awards, with Ennis again leading the way. They won a total of 4 awards in this year*s competition including the Regional Award. The Region won a total of 6 medals in this year*s competition; Mountshannon won a bronze medal; Ballynacally won a silver medal; and Ennis, Kilrush, Adare and Birdhill all won gold medals.”

The Minister also congratulated the other award winners in the region noting that St. Senan’s National School in Kilrush won the SuperValu TidyTowns School’s Award for the Region, Adare won the Best Bring Bank Award for the region and Tuamgraney Community Woodland won the Notice Nature Biodiversity Award for the region.

Minister Killeen also thanked SuperValu for their support for the competition, which he said, “is all the more important in these difficult economic times.”

Mid-West Diabetes Register Nearing Completion

Work on the development of a Diabetes Register for the Mid-West Region is nearing completion stage, according to Clare T.D. and Minister for Defence Tony Killeen.

The register is being compiled by the Health Service Executive (HSE), in association with GP’s throughout the region.

In a written response to representations made by Minister Killeen on behalf of diabetes patients seeking Podiatry services in County Clare, the HSE confirmed that there are currently 1,580 persons with diabetes on the podiatry caseload. 71% of these had received annual screening at the end of August this year.

The HSE said it anticipated that all of diabetes sufferers known to them will have been offered a podiatry appointment including foot screening by the end of the year.

According to Minister Killeen: “Incidence of diabetes is increasingly steadily in Ireland partly due to diet and lifestyle factors. The HSE says this poses many challenges for the delivery of services for patients, not least in terms of reducing the risk factors for development of foot complications associated with diabetes. Annual retinopathy screening and foot screening are part of the international and national recommendations on diabetes care.”

He continued: “The HSE informed me that there are three Podiatrists in County Clare and whilst referrals for the service are many and of a varied nature, all referrals for person with diabetes are prioritised for initial visit, including screening to determine the risk status of developing foot complications associated with diabetes.”

Minister Killeen noted that according to national prevalence rates for diabetes and population health data on diabetes it is likely that there are more than 3,000 person in Clare with diabetes.

“Whilst all newly diagnosed persons presenting at the diabetes out-patient clinic at Ennis General Hospital are referred to the community Podiatry service for foot screening and follow up examinations, many have yet to be identified. Therefore, I welcome the commitment by the service to ensure all diabetes sufferers are provided with podiatry assessments before the end of 2010. I also welcome the progress being made on establishing a Diabetes Register for the Mid-West Region”, he concluded.

Mid-West Regional Business Week Is Launched

The Minister for Defence Mr Tony Killeen TD last night launched the Mid-West Regional Business Week in the Woodlands House Hotel in Adare.

The Mid -West Regional Business Week 2010 is taking place from October 18th-22nd, across the geographical areas administered by the 5 County and City Enterprise Boards in the Mid-West Region including Kerry.

The County and City Enterprise Boards in Limerick, City, Limerick County, Kerry, Clare and Tipperary North in collaboration with Enterprise Ireland and other enterprise support agencies are hosting 26 events during the week for people already established in business or wanting to start up.

The aim of Business Week is to help inform, advise and motivate businesses and potential entrepreneurs across the general Mid-West Region. It is the largest enterprise initiative of its kind in the Region.

Speaking at the launch Minister Killeen said: "The Government is acutely aware that entrepreneurship and the growth and development of small Irish businesses, is central to economic recovery in the current economic climate. The Taoiseach, together with my Colleague, Minister Batt O’Keeffe, have only last Thursday announced an additional tranche of €3.3m capital funding to be spent this year by the Enterprise Boards.”

The County and City Enterprise Boards play a key role in promoting business development. In 17 years of existence in the Mid-West Region, the local CEBs have collectively passed a landmark of 50,000 people having availed of their business-focused range of programmes. In the Mid-West Region their priorities for 2010 are to support owner-managers in enhancing the survival and sustainability of their businesses and to assist people wishing to start their own business, including those made redundant.

“While direct grant aid is provided to match own investment by businesses and project promoters, the provision of a range of other important business supports such as mentoring, business training and advice is equally if not more valuable in sustaining and growing that investment. I would therefore encourage all businesses to keep in contact with their local Enterprise Board, so that they can determine what supports they may best offer to your individual enterprise.

"There are, of course, a range of other supports available through the State Agencies from which small- and medium-sized enterprise can benefit. The Government has provided financial support under the Employment Subsidy Scheme and the Enterprise Stabilisation Fund under which viable enterprises can sustain employment in the current economic climate. The Government is consistently supporting the Enterprise agencies to attract Foreign Investment and support indigenous Irish enterprise. In the first 6 months of this year, IDA and EI have made over 50 jobs announcements, which will lead to the creation of over 4,000 jobs, spread around the country”, added the Minister.

Commenting on the availability of credit for small business Minister Killeen said: "The Government has introduced a number of initiatives to improve the availability of credit to the small business sector. The whole aim of Government policy on Banking has been to return the commercial banks to a position where they can access funds and lend on to viable businesses and support economic growth and recovery. The Government has taken decisive action in order to get credit flowing again."

"The Bank Guarantee Scheme, the 2009 and 2010 Recapitalisation Schemes, the nationalisation of Anglo Irish Banks and the establishment of the National Assets Management Agency are the building blocks for the stabilisation of the Banking sector. These are designed to facilitate the renewed flow of credit to enterprise.

"AIB and Bank of Ireland have both committed to making available not less than €3 billion each for new or increased credit facilities to SME’s in both 2010 and 2011. This must include funds for working capital for businesses. The message from the two main banks is that they are open for business and available to provide credit to viable businesses. The Credit Review Office is examining credit policies and practices of the banks, particularly for SME’s. The Office can also review cases where credit has been refused to viable companies. The Government wants to see the banks acting responsibly and in the best interests of small businesses so that jobs can be created in the domestic economy to advance our national recovery," concluded Minister Killeen.

Concluding Minister Killeen said "There is no substitute for a good business idea, some energy and enthusiasm and above all, support from your friends whether they be in the State Agencies or among your investors. I hope the next few days will be of assistance to local businesses and potential entrepreneurs and I wish you all every success."

Shannon Airport’s “Frightening Decline” Must Be Reversed

Business, tourism and community groups met last night to discuss their concerns for the future of Shannon Airport.

The meeting was convened in light of Ryanair’s decision to further reduce services at the local airport as well as Aer Lingus’ planned suspension of transatlantic services during the winter period.

Meeting attendees, including representatives of Shannon Town Council and Clare County Council agreed for a small group to seek an urgent meeting with Mr. Brian O’Connell, the Chairman of the Shannon Airport Authority (SAA), to ascertain what plans have been established to build traffic and provide additional services.

Group Chairperson, Mayor of Shannon Cllr. Tony Mulcahy says there is growing concern among the entire community regarding the situation at Shannon Airport.

He explained that the purpose of the meeting was to see what positive actions could be taken to support the future development of the airport.

“Everybody is genuinely concerned about the developing situation at Shannon but as individuals feel powerless to make a difference. We all need to take the situation very seriously and use whatever networks and contacts that we have to create an awareness in the region and beyond of the importance of a successful airport in our region.

“There are many positives that we can build on including the potential of a cargo hub and the immense benefits of Customs and Border Protection (CBP) facility. For now we need to collectively come together and do whatever we can to support the airport.

“We also want to see what we can do and what initiatives can be implemented in the region to save our airport. We must act now and we will be seeking full support from our government representatives to ensure that Shannon can again be a vibrant airport”, concluded the Mayor.

Hotelier John Madden, who has operated for over 40 years in the local sector, says he has witnessed a “frightening decline” at Shannon Airport in the last two years.

“Shannon airport is one of the West of Ireland’s greatest assets in terms of generating both tourism and industrial business to the region over a long number of years. However, it is very clear on the ground that traffic at Shannon has reached a historic low.

“There is a serious challenge facing Shannon. Businesses in the region need to act now if the situation is to be prevented from deteriorating to a point of no return. Marketing initiatives need to be strengthened to support existing services and attract new services to the airport. An autonomous airport authority is also required to allow the airport to grow in the future", added Mr. Madden.

Ted Germaine, proprietor of the Oakwood Arms Hotel in Shannon noted that the Mid West required a vibrant Shannon Airport to support new and existing business in the region.

“Shannon has a new unique selling point as the only European airport with complete pre-clearance for customs and immigration for US entry. A more direct role for the Shannon Airport Authority in managing the airport’s affairs would undoubtedly breathe new life into the County Clare Airport and deliver real potential for growth in the future. The subsequent knock on effects for tourism and business would be significant, especially at a time when the sector is experiencing its biggest challenge in many years”, stated. Mr. Germaine.

Reduction In Back To School Allowance Processing Times In Mid West

Minister for Defence, Mr. Tony Killeen, T.D., has reassured parents in the Mid West that all eligible claims for the Back to School Clothing and Footwear Allowance (BSCFA) will be processed in the next two weeks.

The Clare Fianna Fail Deputy confirmed that the processing time for claims in the region has been considerably reduced during the past week.

Minister Killeen added: “To date €3,887,585 has been paid out in North Tipperary, Limerick and Clare. 7,982 claims have been paid and while there is still some waiting time in this area, the time for processing has been reduced from 30 days to between 10-12 days. Despite the negativity being expressed by some quarters in respect of the processing times, all eligible applicants can be assured that they will receive payments in the coming weeks.”

Figures provided by the HSE, show that up to last Friday, 168,175 claims for Back to School Clothing and Footwear Allowance (BSCFA) were received. Of the claims received, 133,026 have been paid. This represents a payment rate of 80%.

Commenting on the scheme, Minister Killeen outlined: “The Back to School Clothing and Footwear Allowance scheme is administered on behalf of the Department by the Community Welfare Division of the Health Service Executive. A person may qualify for payment of an allowance if they are in receipt of a Social Welfare payment (including Family Income Supplement), or Health Service Executive payment, are participating in an approved employment scheme or attending a recognised education and training course and have household income at or below certain set levels.”

“Parents/guardians receive €200 for each eligible child aged between 2 and 11 years and €305 for each eligible child aged between 12 and 22 years. The weekly income limit for the allowance for parents with one child is now €563.60 for couples, and €410.10 for those parenting alone”, he concluded.

The rates of payment are:
- €200 in respect of children aged 2 to 11 on the 30th September 2010;
- €305 in respect of children aged 12 to 17 on the 30th September 2010;
- €305 in respect of children aged 18 to 22 on the 30th September 2010 who are in full time education.
- As a special measure introduced in Budget 2009, an additional amount of €215 is payable for children aged 18 ONLY in respect of whom compensatory Child Benefit is in payment. Total payment in respect of eligible children aged 18 is €520.

Meet And Train Reminder For Limerick Mini-Marathon Participants

Limerick County Council has urged participants of the 2010 Limerick Women's Mini-Marathon to ensure they are prepared for the annual event by taking part in Meet and Train sessions across Limerick over the coming weeks.

The specially convened sessions are aimed at encouraging people to get fit and prepare for the mini-marathon, which takes place around the University of Limerick campus on Sunday October 3rd.

In 2009, the 7-kilometre event attracted approximately 4,000 competitors from all over Ireland. This year’s event is once again being sponsored by the Limerick Leader and is being run in association with Limerick’s Live 95FM.

The Leas Cathaoirleach of Limerick County Council, Councillor Michael Sheahan said the event was now a major fixture on the local sporting and social calendar.

Speaking at the launch of the mini-marathon in Limerick County Hall today, Cllr. Sheahan continued: “I am delighted to learn that so many people are again rolling up their sleeves to take part in this year’s event. This memorable annual occasion is made extra special by the huge funds raised for various charities at local, national and international level. In addition to the obvious competitive and fundraising elements to this mini-marathon, it is also a unique social event for women. For example, preparation for the mini-marathon begins many weeks before the event actually takes place.”

Cllr. Sheahan praised the organisers and sponsors of the event, which he said would deliver a timely economic boost to the City and County. “A considerable amount of organising work goes into making events such as the Mini-Marathon a success. Limerick AC has worked tirelessly to ensure the continued success of the mini-marathon. From the registration of participants to the organisation of the race on the day, the extensive work that is carried out has made the event one of the largest and most successful of its kind in Ireland”, added the Leas Cathaoirleach.

Commenting on the Meet and Train sessions being held throughout the City and County, Councillor Sheahan stated: “I would like to congratulate the County Limerick Local Sports Partnership for organising these meet and train events, which help to ensure that runners and walkers are aware of and prepared for the physical demands placed on their bodies by participating in October’s mini-marathon.”

Phelim Macken of the County Limerick Local Sports Partnership said the increasing popularity of mass participation events throughout Limerick and Ireland was helping to encourage greater numbers of people to exercise and stay healthy.

“The Mini-Marathon drives competitors to set a motivating target for themselves to remain fit and healthy. We encourage anyone taking part in the event to join our Meet and Train group groups. In recent weeks, mini-marathon participants have been gathering in Newcastle West, Abbeyfeale, Athea, Rathkeale, Castletroy and Knocklong to walk and run along the County’s Sli Na Slainte routes. With the other main mass participation event in the County, The Great Limerick Run now confirmed as an annual event we are planning to continue holding the meet and train groups throughout the year.”

Meet & Train Sessions for Women, hosted by Limerick AC’s fitness expert Edel O Shea, are also taking place each week on Monday at 6pm at Shelbourne Park, while the Fit4Life group meets outside the Ambassador Dry Cleaners in Raheen on Fridays at 6pm.

Mayor Congratulates Bishop Kieran O’Reilly



Mayor of Clare Cllr. Christy Curtin today congratulated Fr. Kieran O’Reilly S.M.A. on being ordained the new Bishop of Killaloe in Ennis Pro Cathedral.

Bishop O’Reilly succeeds outgoing Bishop Dr. Willie Walsh who has held the position since 2 October 1994.

Mayor Curtin commented: “On behalf of Clare County Council and the people of Clare I would like to congratulate Bishop O’Reilly on his ordination, which represents a very proud day for him and his family, as well as the Diocese of Killaloe.

“Bishop O’Reilly’s appointment has been a very popular one among people in the Diocese. I know that he has already met with the priests, people, and religious of the Diocese to listen to them and to learn about the Diocese in all its different areas of ministry. I have every confidence that he will minister to his flock with compassion and relate to the hopes and fears of ordinary people in the Diocese, just as his predecessor did”, he added.

Commenting on Dr. Willie Walsh’s retirement as Bishop of Killaloe, Mayor Curtin said: “Bishop Walsh is above all a highly respected pastoral figure whose compassion and progressive thinking sets him apart. This is very apparent in the way he comfortably, delicately and effectively handled matters of significance for members of the Church, as well as the wider community the Diocese. His work is recognised and appreciated by senior members of the Catholic Church in Ireland and further afield.

“I would like to wish Bishop Walsh a very happy and peaceful retirement and in doing so wish Bishop O’Reilly every success in his new role”, concluded the Mayor.

Grant Aid Is A ‘Shot In The Arm’ For Mid West - Killeen

Minister for Defence and Mid West TD Tony Killeen has described the European Commission’s (EC) decision to grant aid major firms locating in the mid-west as a “shot in the arm” for the regional economy.

Major companies will benefit from grant aid of up to 10pc of the value of their investment following the revision of regional investment rules. The EC’s decision was made in response to Minister for Enterprise, Trade and Innovation, Batt O’Keeffe’s submission to the European Commission on a mid-term review of the regional aid guidelines on State aid.

According to Minister Killeen: “This announcement represents a significant shot in the arm for the Mid West economy as it will encourage greater investment in the region which in turn will result in increased employment.”

He continued: “While there has been a number of significant jobs announcements and multi-million euro investment announcements already in recent months, the provision of this grant aid package will encourage even greater numbers of companies to relocate to the Mid West as well as encourage firms to invest in their existing operations here.”

“The decision to restore regional aid to the whole mid-west region goes beyond the recommendation in the Report of the Mid-Western Taskforce which sought aid for a number of business parks in the region. It puts the mid-western region in the same position as the south-eastern region, which covers Carlow, Kilkenny, Wexford, Waterford and South Tipperary, where State aid for large investment projects is already allowed”, concluded Minister Killeen.
