It is reported that only two people have been fined for breaching a Clare County Council's beach ban on dogs during its first three years of operation.The Council has revealed that no fines at all were imposed last year, despite claims that dogs are "running wild" on the sands.
Last year, the local authority increased the on-the-spot fines from €63.50 to €75.
